English Councils Intend to Dispose of Social Clubs and Leisure Facilities to Manage Finances

According to a latest survey of municipal councils, UK councils are preparing to sell social clubs, sports centres, and retail spaces as they rely on a fire sale of assets to balance the books.

Growing Fiscal Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in England reported that six out of ten of councils are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for disposing of public land and land to shore up their finances, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of authorities seeking to generate funds from a fire sale of holdings represented “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would focus on service redesigns and utilising financial reserves to manage growing financial challenges.”

Detailed Examples of Proposed Sales

One local authority in southeast England said its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and business parks held in two English counties, which all provide rental income for the authority, will additionally be sold under the plan.

Council Tax Rises and Wider Fiscal Pressures

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will have to increase local levies next spring to address the rising cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but some of these require time to deliver both better provisions and financial savings,” stated Vince Maple.

He added: “There are demographic pressures which will continue to increase the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Forecasts

A survey of regional authorities recently further found council budgets being stretched by the growing number of children and adults requiring special educational assistance.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Government officials have put off scheduled changes to the special educational needs framework until next year after a white paper setting out those reforms was recently delayed.

Disadvantage and Funding Shortfalls

According to the most recent deprivation measures (IMD) for English councils, many key cities members were among the most deprived in the country.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the 2025 IMD measures,” noted the report.

“Although only one key city is in the ten most deprived for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of England. The figures highlights the extent of challenges facing municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been explicit about the need for a fair and sustainable financial structure that accounts for and addresses the real levels of disadvantage and need,” stated a council leader.

“Without this, local authorities will continue to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of councils have cut or compromised care services in the past 12 months, the survey found.
